MINUTES OF MARCH 3, 2008
I. Meeting Convened:
A: Now on this 3rd day of March, 2008 this regular meeting of the Catoosa Public Works Authority was called to order by Chairman, Rita Lamkin at 8:20 P.M.
B: Roll Call: The following trustees were present for this meeting: Penny Chambers, Sandy Myers, Robert Brown, Linda Paylor, Mike Appel, and Rita Lamkin, Chairman. Tim Studebaker, City Attorney and council member, Robert Brown were absent from this meeting.
The following staff members were present for this meeting: Judy Scullawl, City Clerk; R.J. Phillips, Administrative Assistant and Maggie Jacobsen, Stormwater Management.
C: Approval of Minutes: A motion was made by Mike Appel and seconded by Robert Brown to approve the minutes for February 18, 2008 pre- and regular meeting.
The motion passedwith the following votes: Penny Chambers-aye; Sandy Myers-aye; Robert Brown-aye, Linda Paylor-aye; Mike Appel-aye; Rita Lamkin-aye.
D: Approval of Claims: A motion was made by Mike Appel and seconded by Penny Chambers to approve the claims for PWA and Stormwater. The motion passedwith the following votes: Penny Chambers-aye; Sandy Myers-aye; Robert Brown-aye; Linda Paylor-aye; Mike Appel-aye; Rita Lamkin-aye.
E: Approval of Financial Statements: A motion was made by Robert Brown and seconded by Sandy Myers to approve the financial statements conditional upon audit at end of the year for January 2008. The motion passed with the following votes: Penny Chambers-aye; Sandy Myers-aye; Robert Brown-aye; Linda Paylor-aye; Mike Appel-aye; Rita Lamkin-aye.

III: AGENDA ITEMS:
ITEM #1: Storm Drain Problems
INFORMATION: Discussion for City Council to be apprised of the city wide problem of ice storm tree debris located in storm drain areas that are located on private property. (Rita Lamkin, Chairman)
Maggie Jacobsen, Stormwater Manager briefed the trustees on drainage problems caused and/or compounded by the ice storm debris.
ITEM #2: City to obtain permission from property owners
INFORMATION: Discussion, consideration and possible action to approve or disapprove the City obtaining permission from private property owners for the City to enter thereon for purposes of clearing ice storm debris from storm drain areas. (Rita Lamkin, Chairman)
A motion was made by Sandy Myers and seconded by Robert Brown to approve the city obtaining permission from private property owners for the city to enter thereon for purposes of clearing ice storm debris from storm drain areas. The motion passed with the following votes: Penny Chambers-aye; Sandy Myers-nay; Robert Brown-aye; Linda Paylor-aye; Mike Appel-nay; Rita Lamkin-aye. (Vote: passed with 4 to 2)

VI: ADJOURN: There being no further business to come before the Catoosa Public Works Authority, a motion was made by Penny Chambers and seconded by Linda Paylor to adjourn (8:37 p.m.). The motion passed with the following votes: Penny Chambers-aye; Sandy Myers-aye; Robert Brown-aye; Linda Paylor-aye; Mike Appel-aye; Rita Lamkin-aye.
