City of Catoosa Stormwater Program
The EPA established regulations for stormwater control in 1990 as an extension of the Clean Water Act. Phase I of the program regulated cities serving populations of 100,000 or greater. Regulations for smaller cities (Phase II) were addressed with a General Permit for Stormwater Discharges in 2005. The City of Catoosa has been operating under this permit since October 18, 2005.
Cities operating under this permit must develop a comprehensive Stormwater Management Program that addresses six Minimum Control Measures. These are:
1. Public Education and Outreach
2. Public Participation and Involvement
3. Illicit Discharge Detection and Elimination
4. Construction Site Runoff Control
5. Post Construction Runoff Control
6. Pollution Prevention and Good Housekeeping
To address these control measures the City is mapping the stormwater system, developing an ordinance, training its employees, putting out brochures, signs, and storm drain markers, developing an illicit discharge detection program, and a dry weather field screening program, organizing a school education program, reviewing construction plans, making construction inspections, inspecting city facilities, etc.
Stormwater Fees
The stormwater fee that is included with your water bill goes to pay for these programs, as well as to maintain our stormwater system. Residents of Catoosa with Tulsa water pay this fee with their Tulsa water bill, but Tulsa forwards these stormwater fees to Catoosa.
