Judy Scullawl The City Clerk, Judy Scullawl, has been with the City of Catoosa since May of 1983, when she was an Assistant City Clerk. In August of 1987, Judy became the full time permanent City Clerk for the City of Catoosa. Judy has been with the City of Catoosa for over 26 years and has been a long time resident in Catoosa. The statutory duties of the City Clerk include the safekeeping of permanent records and maintenance of a Central Files area, and the preparation of public notices, agendas and minutes of various City boards, including the City Council, Public Work Authority, Catoosa Economic Development Association and other important Boards and Committees, among other duties.
