Jennifer will oversee Blue Whale Park, the visitor and event center, and the gift shop—helping ensure every guest enjoys a welcoming and memorable experience. Her work will focus on preserving the history and spirit of the Blue Whale while supporting community programming and enhancing the visitor experience along Route 66.
Jennifer's connection to the Blue Whale spans many years. Growing up in Tulsa, she visited often and witnessed the landmark’s preservation and care thanks to the dedication of the Davis family and devoted volunteers. That history informs her commitment to honoring the stories, creativity, and community pride that have kept the Blue Whale special for generations.

The City Council will hold a public hearing and consider adoption of the UDC (Ordinance No. 457-C) at the City Council meeting on March 3, 2026, at 6 p.m. Additional details on signing up to speak will be shared ahead of that meeting.

UPDATE 2/20/2026 8:45am -- The waterline under repair is an 8-inch water main, and the Public Works team is still working on those issues. The initial repair was successful, but we have discovered another break in the same line. The estimated repair time is 8 to 10 hours. We know this is inconvenient for customers, especially since the same neighborhoods are affected, and we apologize for the disruption. We are working diligently to make this additional repair and fully restore service.
Public Works is currently working on an emergency waterline repair on the north side of Catoosa, along Route 66. We are aware that in the neighborhoods of Ridgewood and River Hills, water is currently unavailable, and in Hamilton Crossing, many have experienced low water pressure due to this event.
While work has been ongoing, it could take another 12 hours to complete the repair. We are working to restore water service to all those affected as quickly as possible.
We appreciate your patience and understanding. We will update this post with any new information as it becomes available.

Josh has been a dedicated leader in our community for over 15 years, previously serving as our Community Development Director and most recently as Interim City Manager. His experience in municipal government and public education, along with his passion for long-term planning and economic development, make him the perfect fit for this role.
